REGULAR CITY COUNCIL MEETING

CALL TO ORDER
Mayor Wyatt welcomed everyone to the meeting of the Resaca City Council.
INVOCATION
Councilmember Brant Talley led the meeting in prayer.
PLEDGE OF ALLEGIANCE
Mayor Wyatt led the council meeting in the Pledge of Allegiance to the United
States flag.
AMEND THE AGENDA
Mayor Wyatt asked for a motion to amend the agenda. Councilmember Adams
made a motion to remove the air conditioning bids from the agenda.
Councilmember Keese seconded. All in favor. The motion passed.
Councilmember Talley asked to add the community center bathroom to unfinished
business. Mayor Wyatt asked for a motion to add. Councilmember Talley made the
motion. Councilmember Adams seconded. All in favor. The motion passed.
MINUTES
Mayor Wyatt asked for a motion to waive the reading of the minutes from the

October meeting. Councilmember Talley made a motion to waive the reading of
the minutes. Councilmember Rutledge seconded the motion. All in favor, the
motion passed. Mayor Wyatt asked for a motion to approve the minutes of the
October meeting. Councilmember Adams made the motion to accept the minutes.
Councilmember Keese seconded the motion. All in favor. The motion passed.

NEW BUSINESS
Rezoning application for Joey Lusk
Mayor Wyatt asked for a motion to approve the application for rezoning the 1.8
acre portion of parcel #041-010 from A-1 to M-1 with following special
conditions: 1.) Truck traffic to and from the Subject Property shall be use of
Robinson Road only, and 2.) If any portion of the Subject Property is situated in a
historic district or historic overlay district, there shall be no development on that
portion of the Subject Property. Councilmember Adams made the motion to
approve. Councilmember Rutledge seconded. All in favor. The motion passed.
UPDATES & UNFINISHED BUSINESS
Annexation and rezoning application for Kenneth Franklin
Mayor Wyatt opened the floor for comments on the application.
Donna Sparks @ Upper Tate Bend Road would like to see an ordinance with
specific wording regarding limitations on foul.
Councilmember Talley commented that it should fall under the nuisance ordinance
or the animal control ordinance.
Kenneth Franklin showed the council pictures of the property, stating the chickens
have been removed, except for the show chickens. He has lived here 44 years and
wants to officially be part of the city.
Councilmember Keese and Councilmember Talley both recommend a specific
ordinance to address the limitations of foul.
Mayor Wyatt asked to table the decision until the meeting on December 8 th , 2025.

Councilmember Keese made the motion to table. Councilmember Rutledge
seconded. The motion did not pass 2:2. Councilmember Adams and
Councilmember Talley both opposed. Mayor Wyatt breaks tie vote with decision to
table until December 8 th . 2025.
UPDATES AND UNFINISHED BUSINESS
Community Center Bathroom
The estimate is for $5,250.00 – $6,550.00 labor only in thoughts that the town
could save money by purchasing materials. Council would like to see everything
included in a bid for renovations. Mayor Wyatt asked for a motion to table until the
next meeting. Councilmember Talley made the motion. Councilmember Keese
seconded. All in favor. The motion passed. Councilmember Talley asked the mayor
to speak directly to Wilson’s to determine exactly what materials are needed.

DEPARTMENT REPORTS
SHERIFF’S DEPT
Jack Jenkins gave the report for October. The report is attached to minutes.
RECREATION
Councilmember Rutledge gave the recreation report for October. Report is
attached.
ROADS AND STREETS
Nothing to report.
LIGHTS
Councilmember Adams reports the streetlight that is down on Walker Street will
have to be ordered.
MAINTENANCE REPORT
Councilmember Talley reports on general maintenance duties and debris removal.
FROM THE FLOOR
Chad Steward gave updates on county business and the election.

ADJOURNMENT

Mayor Wyatt asked for a motion to close the meeting. Councilmember Adams
made the motion to close the meeting. Councilmember Rutledge seconded the
motion. All in favor. The motion passed. Meeting adjourned at 7:45 PM.
