REGULAR CITY COUNCIL MEETING

MINUTES

PRESENT:

CALL TO ORDER

Mayor Allen called the meeting of the Resaca City Council to order.

INVOCATION

Mayor Allen asked Councilman Talley to lead the group in prayer.

PLEDGE OF ALLEGIANCE

Mayor Allen led the council meeting in the Pledge of Allegiance to the United States flag.

MINUTES

Councilman Talley made the motion to waive the reading of the minutes for the August 11, 2015. Councilwoman Makonis seconded the motion.  The motion passed unanimously. Councilman Talley made the motion to adopt the minutes as read. Councilman Barton seconded the motion. The motion was passed unanimously.

NEW BUSINESS

 Announce Councilman Mitch Reed resignation from Council.

Mayor Pro Tem Reed made the announcement that he has officially resigned from his post as Councilman of the Town of Resaca effective September 3, 2015. Councilman Talley ask that the Clerk post a notice of the open Council position in the lobby of Town Hall. Mayor Allen advised the clerk to post the position.

Approve Resolution to Create the Position of Sewer System Project Manager.

Councilwoman Makonis made the motion to approve the position. Councilman Talley seconded the motion. The motion passed unanimously. Mayor Allen ask Mitch Reed if he would accept the position as Sewer System Project Manager. Mitch Reed accepted the position. The Resolution is attached to the minutes.

Approve Resolution to Authorize the Mayor to Open a Line of Credit for Appropriate Governmental Purposes.

Councilwoman Makonis made the motion to adopt the Resolution. Councilman Barton seconded the motion. The motion passed unanimously. The Resolution is attached to the minutes.

UPDATES

 Sewer Project –

Mitch Reed gave an update on the sewer project. He will set up a meeting with Bob Peoples, himself, the Mayor and Council for early next week to review the updated sewer application and to plot the city map.

Rail Road Crossing –

Councilman Talley advised that he has spoken with someone from CSX. He played a voice message that they left on his phone and CSX advised him that they are working on the problem but they have had longer trains lately due to having more customers. Brandon Bowen (attorney) advised that is would be a good idea to document when the trains are sitting on the tracks for long periods of time and also might help to speak with GDOT since it is blocking 2 State Highways.

DEPARTMENT REPORTS

Sheriff’s Report

Lt Jimmy Shaw gave the report. The report is attached to minutes.

ROAD AND STREETS

Mayor Allen gave update on the surveying of Taylor Ridge. Half of the roadway belongs to Gordon County and the other half belongs to Mrs. Taylor.

ORDINANCE OFFICER

No report from Ordinance Officer.

LIGHTS

Councilwoman Makonis reported that she has talked with Brent at NGEMC and he is going to do an audit of our lights and will report back with an update on what needs to be done.

RECREATION

Councilman Talley gave the recreation report. Report is attached. Report is attached.

MAINTENANCE REPORT

No report.

FROM THE FLOOR

Randy Wheat brought before the Mayor and Council that he would like to have a fall festival for the Town. He ask for $100 from the Recreation Department and said that the rest of the supplies would be donated by various people. Attorney Bowen advised that is legal for the Recreation Department to provide $100 to support the festival since it is for the Town. It will be on October 17, 2015 from 5pm to 9pm.

Councilman Talley made a motion to close the meeting. Councilwoman Makonis seconded the motion.  The motion passed unanimously.
