MINUTES

CALL TO ORDER

Mayor Allen called the meeting of the Resaca City Council to order.

INVOCATION

Mayor Allen asked Councilman Talley to lead the group in prayer.

PLEDGE OF ALLEGIANCE

Mayor Allen led the council meeting in the Pledge of Allegiance to the United States flag.

MINUTES

Councilman Talley made a motion to add the Zoning Hearing Minutes to the Agenda. Councilwoman Makonis seconded the motion. The motion passed unanimously. Councilman Talley made the motion to waive the reading of the minutes for the May 12, 2015. Mayor Pro Tem Reed seconded the motion.  The motion passed unanimously. Mayor Pro Tem Reed made the motion to adopt the minutes as read. Councilwoman Makonis seconded the motion. The motion was passed unanimously. Councilman Talley made a motion to waive the reading of the Zoning Hearing Minutes. Councilwoman Makonis seconded the motion. The motion passed unanimously. Councilman Talley made a motion to adopt the Zoning Hearing Minutes. Councilwoman Makonis seconded the motion. The motion passed unanimously.

NEW BUSINESS

 Additions to Agenda:

 Adopt a Resolution to call a Referendum Election to approve Sunday Package Sales of Alcoholic Beverages.  Councilman Talley made a motion to waive the reading of the Resolution. Mayor Pro Tem Reed seconded the motion. The motion passed unanimously. The Resolution shall be posted in the Lobby for 30 days for the public to view. Councilman Talley made the motion to adopt the resolution. Councilwoman Makonis seconded the motion. The motion passed unanimously.

 

Approve Amendment for the 2014-2015 Budget:  Councilman Talley made the motion to approve the amendment of the 2014-2015 Budget to account for payroll taxes being allocated to different departments, majority being public works department. Councilwoman Makonis seconded the motion. The motion passed unanimously.

 

Approve 2015-2016 Budget Hearing Ad to run in Calhoun Times.   Mayor Pro Tem Reed made the motion to run the public notice ad for the 2015-2016 Budget Public Hearing in the Saturday paper, June 13, 2015. Councilwoman Makonis seconded the motion. The motion passed unanimously.

Approve Vacation/Sick Leave Form   Councilman Talley made a motion to accept the Vacation/Sick Leave Form and that it be added to the handbook. Councilwoman Makionis seconded the motion.The motion passed unanimously.

Approve Yearly InventoryMayor Pro Tem Reed made the motion to set up a yearly inventory for February 2016 to include items that value $200.00 or more. Councilman Talley seconded the motion. The motion passed unanimously. We will do an initial inventory before July 31, 2015. The date will be discussed at the next work session, June 23, 2015.

UPDATES

 Sewer Project – Mayor Pro tem Reed advised that we have been approved for the 75% grant and 25% loan on the state level and it has now been sent to the national level for approval.  That is an accessed amount of $1.9 million grant money and a loan amount of $668,000. The total project is $2,579,000.00. This is based on the amount of customers. The original amount was based on 60 customers. The loan is spread over 40 years and SPLOST can be used to make the payments.

Ingle House –Councilwoman Makonis gave the update on the Ingle House. There is a change order from Michael Brown/Chris Taylor for additional work to be completed and a 21 day extension was given. Pictures are attached to the change order.

DEPARTMENT REPORTS

Sheriff’s Report  Sgt Chad Phillips read the report – copy attached to minutes.  Mayor Pro Tem Reed asked about the homeless man under the 41 bridge. Sgt. Phillips reported that they have him accepted at Providence as soon as they can locate him again.

ROAD AND STREETS

Nothing to report.

ORDINANCE REPORT  Councilman Talley reported that the property at Riverview Drive has been sold and should be getting cleaned up soon. He recommends that everyone look at the property on Pine Crest Drive on the hill behind Mr. Kidds residence. It is very grown up and needs checking into.

ORDINANCE OFFICER

No report from Ordinance Officer. The Mayor added that we wrote a ticket to the Rail Road Company.

RECREATION

Councilman Talley gave the recreation report. Report is attached. Report is attached.

MAINTENANCE REPORT

Councilman Barton gave the maintenance report. He advised that a lot of trash pick up, weed eating and mowing is being done due to the time of the year it is.

Councilman Talley made a motion to close the meeting. Councilwoman Makonis seconded the motion.  The motion passed unanimously.
